Abstract
On this thesis, I considered a policy of standard language. I insist to change a dichotomous thinking that standard language is superior, a dialect is inferior. And to do so, firstly, I suggested to discard <Standard language regulation> that is legalized. <Standard language regulation> may not functioned as criterion of deciding some vocabulary is standard or not, because it is not only abstract but also symbolic. Nevertheless, the regulation functions as a source of people’s recognition that people recognize that standard language is superior and a dialect is inferior. The disuse of <Standard language regulation> cannot change people's thinking, but it is very important because the disuse of <Standard language regulation> is starting point inducing change of people’s thinkingSecondly, I suggested that the way of assessing standard language need to be changed. At present, a few assessing member assess it and the national language deliberation council, is affiliated organization of Ministry of culture, sports and tourism, deliberate and decide standard language. Current way is basically closed. And it isn't free from criticism that the nation control people’s language usage. The basic way of a policy of standard language is that the nation returns a decision of vocabulary selection to language users themselves. In this direction, dialect vocabulary that is generally communicated are accommodated greatly into standard language. As do so, a dichotomous thinking about standard language to dialect will be neutralized. And a policy of standard language needs to be changed to a policy of common language. Futhermore, a institutional strategy has to be provided to language user so that they may participate in process of lexicality.
