Abstract
The purpose of this article is to anatomize the contemporary situation of migrant women’s educationalexclusion, trace the factors that cause their educational exclusion, and deliberate on policy responsesto promote their educational inclusion. To the end, this article first debated the theoretical frameworkon educational exclusion within a broader concept of social exclusion and established the analyticalframework by connecting three influencing factors - educational environment, educational contents, andeducational process and administration - and setting up migrant women’s poor command of Koreanlanguage as an intermediary. Following the analytical framework, this article made certain the harsh realityof the educational exclusion of migrant women and examined the factors that cause the educationalexclusion of migrant women. According to various materials and survey data, migrant women wereconfronted with poverty, insufficient family support, and lack of time and information in terms ofeducational environment. While educational programs were irrelevant and overlapping, gradual enrichmentprograms and program evaluation systems were poorly equipped. Educational method was uniform,whereas delivery system was fragmented and inaccessible. Migrant women’s incompetent command ofKorean language further excluded them educationally. As policy and administrative responses to theeducational exclusion of migrant women, this article suggested the following: improving the relevanceof program contents, establishing the robust delivery system, and optimizing the educational process.
